A Community Initiative

We invite you to support the formation of a property based improvement and investment district focused on creating a clean and healthy community for everyone who lives, studies, works, invests, and does business in Westlake/MacArthur Park.

Over the past several years, many of us have experienced rising maintenance costs, increased vacancies, and ongoing concerns from tenants and workers related to sidewalk conditions, trash disposal, graffiti, open-air drug use, and crime. While the City has made notable improvements such as installing energy efficient solar streetlights, providing regular graffiti removal, and deploying peace ambassadors and medical street teams, the proposed WLMP BID would build on these efforts by supplementing services and partnering closely with City departments to better address the community’s needs.

We believe that collectively, as property owners and area stakeholders, we can establish a sustainable structure that gives us a stronger, unified voice, and a proactive strategy to improve conditions for everyone, including visitors, workers, property owners, and tenants, in and around our neighborhood.

MacArthur Park is an iconic, culturally vibrant, and historic part of Los Angeles. With focused stewardship and collective leadership, we can take meaningful steps toward a cleaner, safer and more economically resilient district.

Forming a BID requires support from a majority of property owners (50% + 1) within the proposed district boundaries. We respectfully ask for your support by completing, signing, and returning your petition as soon as you receive it.

WHY A BID?
WHY NOW?

A Westlake/MacArthur Park BID would allow community property owners to collectively fund and manage enhanced services beyond what the City currently provides, including but not limited to:

  • Regular sidewalk, alley, and gutter cleaning

  • Graffiti removal and rapid response services

  • Trained ambassadors with a visible (branded) presence

  • Streamlined coordination with City departments

  • Beautification and public space improvements

  • Advocacy and equity focused specifically on our unique district’s needs

STEERING COMMITTEE

BID GOALS

  • Sweep sidewalks and gutters, power wash sidewalks, empty trash bins, remove litter and graffiti throughout the District.

  • Streetlight repair and maintenance, partner with local organizations to activate public spaces around the park, hire safety ambassadors and case managers, host open air festivals and events.

  • Install and maintain landscaped corridors, tree trimming, streetscape furniture, bike racks, catenary or string lighting, holiday décor, public art, art walks, way-finding signage, and weekly farmers markets.

who decides how the Bid is managed?

Property owners, small businesses, non profits, and other community stakeholders. Funds can only be used for cleaning, safety, and beautification efforts.

Property owner assessments are not to be passed on to tenants. Therefore, area rents should not be affected.
