MACARTHUR PARK Community Investment District
The MacArthur Park Community Investment District (MP CID), commonly referred to as Business Improvement Districts or BIDs, invites your support in forming a property based improvement and investment district, focused on creating a clean and healthy community for everyone who lives, works, invests, and does business in our neighborhood.
Over the past several years, many of us have seen rising maintenance costs, increased vacancies, tenant and worker concerns about safety, and ongoing challenges related to sidewalk conditions, trash, graffiti, open air drug use, crime, and overall public space management. While the City has been successful in providing essential services such as new solar streetlights, graffiti removal, dispatching peace ambassadors, and street medicine teams, those services alone have not been sufficient to address the day-to-day conditions directly affecting our properties and long-term investments.
Collectively, as property owners and area stakeholders, we can establish a sustainable structure that gives us a stronger, unified voice, and a proactive strategy to improve conditions for EVERYONE in and around MacArthur Park. BIDs across Los Angeles have demonstrated that coordinated investment leads to measurable improvements in cleanliness, safety perception, property values, and economic vitality.
Forming a CID requires the support of the majority property owners (50%+1) within the proposed district boundaries (see attached and below to view the proposed BID map). At this stage, we are seeking your initial support to continue the formal approval and petition process.
Local stakeholders partnered to problem solve, support each other, and further collaborate with city departments to increase support for local services. The MP CID would hire local, trusted organizations, job creation and training for local youth.
A Westlake/MacArthur Park BID would allow property owners to collectively fund and manage enhanced services beyond what the City currently provides, including but not limited to:
Targeted sidewalk, alley, and gutter cleaning
Graffiti removal and rapid response services
Trained, multilingual ambassadors with a visible (branded) presence
Streamlined coordination with City departments
Beautification and public space improvements
Advocacy and equity focused specifically on our unique district’s needs
